ANSWER TO THE ABOVE QUESTION Based on my knowledge and experience about payment processors like Paypal, I could rather say the paypal company itself cannot be taxed by the Philippine government. This because the paypal payment processor company is based on the United States which means that the taxes are covered by the US government law of taxes. However, companies which are based in the Philippines are taxed by the Philippine government. For instance, a web hosting company which operates in the Philippine but the transactions are from customers around the world, that web hosting company should be registered in the Department of Trade and Industry so that the income of that web hosting company could be lawfully registered and can fully operate locally and internationally.
