ANSWER TO THE ABOVE QUESTION A cabinet minister appointed by Central Government, takes care of the issues of Central Government. A cabinet minster can only interfere in the matter of only Government Undertakings. While a minister of state interferes in the issue related to the states concerned. The minister of state can give guidelines to the state governments in the context of Central Government policies. It is obvious that the state matters are only handled by the state governments, but due to our constitutional laws, states given mere freedom to take on constitutional issues. Centaral governemt has the right to some extent to interfere in the issues related with States as well as Central Governement. So this mediation is done through the minister of state.
